It is not possible to undertake good manpower planning without a sound information base. Lack of knowledge about manpower in the organisation is the problem with which most aspiring manpower planners will have to deal.
It is common for the initial period of involvement in manpower planning to be spent setting up adequate information flows. Information is needed to make decisions. The type of information collected and its frequency is determined by the nature of the decisions. Because planning decisions need constant revision and review, a flow of information needs to be established that allows that review to take place.
